Owner says it does run but needs a lot of TLC.

The body looks pretty solid. You'll have to make up your mind on the mechanicals.

I recently paid 30k for a 68 in pretty original condition, rust in the usual places (Cape Town car)
No sense being pessimistic. It wouldn't work anyway.

For me R30k is a bit too much, but its not easy to judge the condition of the beetle just by looking at the photos.
Just keep in mind that you can easily spend that amount just in parts and tyres and not really see any major improvements in the condition.
Something does not add up about the year model. The front indicators should be in the front chrome bumper for a ‘76. IIRC the indicators moved to the front bumper in 74 or 75. The VIN nr will tell you what year.
