Morning

Quick question:
If you are building a ratrod, is it leagal, if it has no Fenders?
or
A baja bug with skinny fenders that don't cover the entire wheel?

As far as I know, you will not get a RWC if the fender does not cover the threads of the tyre.

So the bulge and the hub cap can protrude but not the threads.

Thats as I remember it from memory
