If I look at the vin it's a 71 December ,high light rear tail lights and low light front.

I'm not sure I agree with that. While some people like crossover buses, many do not. The appeal of the early baywindows for me is their more rounded, classic styling. The 1972 models took the first step towards squarer 1970s styling. And 1972 was the year VW made the most buses ever, which kind of mitigates against that year's cars being more valuable than another's.

As has been said here and elsewhere, value is determined by what the market is prepared to pay.

Got a print out from the licence department ,the engine number is the same as the print out so chassis and engine correspond to licence department .On a company name but has a title holder and has a ID number and company reg number.licence last paid 2007 and status on print police clearance clear.

What is the next step.

You need to get the registered owner to get a duplicate registration certificate (if they don't still have the original). Legally they are responsible for outstanding license fees, penalties, etc. If they still have the original certificate and they hand it over to you, then you will have to pay the outstanding fees before you can register it in your name.

Try your best to get the registration certificate, could be very easy, could also require many phone calls, etc, etc

That is bad news as you will have to pay up the arrears licences and penalties. This will at least be several thousand rand.

Sean yes will have to pay but will also have the bus I want and then I finish the 76 ex and have 2 busses.So saving 2 oldies for the road ,

If the owner is still liable for licence fees since 2007, he/she would not have been able to renew any other licences in his/her name. Or a very unlikely scenario: the bus is the only vehicle in their name, hence no pressure, just arrears piling up.
