I have a set of baywindow rims without hubcaps and almost brand new Kuhmo 185/70/14 tyres.

Are they passenger tyres or "R"rated for the bus?

Even passenger tyres have a "R" marking. The "R" stands for radial. It is not a ldv tyre if that is what you mean.
