The VIN # on the papers must match the serial number on the plate.
Its very strange, the engine number on your papers is almost the same except 2 digits as your busses VIN #. Please provide more pics of the certificate of registration document for more information. There are possibilities of VIN #'s getting loading incorrectly onto the system, but yours just seems way too incorrect for it to be possible.
I suggest you take your busses actual serial number and phone the authorities to check the status on it. If they find it in arrears, or even worse, stolen, you know the bus is not linked to the papers. If they find no history of it at all, its possible the papers could be associated to it.
Best share more details on that certificate of registration first.

Well the "oom" has worked out something's fishy, and is now trying to sell the bus.. ho hum..
