Engine Upgrade for Type 4 Variant?
I have a Type 4 Variant that I need to either do a major engine overhaul or replace the motor with something better. I use it to participate in the annual Bullrun Rally so I would like extra power but not have to spend too much. Any advice? Im willing to convert to watercooled.

I assume this is a fuel injected motor?
What is wrong with it at the moment?
Other than converting to a 2l bus type 4 engine, I don’t see how you can get any other engine into such a small engine bay.

I have a 1700 fitted at the moment.
Compression is very low and pushing oil out of the filler cap.

If the compression is low and you are pushing out oil, then a full rebuild will probably double or triple your power.
I wouldnt say that the 1700 has lots of power, but it has plenty torque and lots of guts low down. If you had to go watercooled you'll likely end up with a higher revving engine that makes more power at higher revs but has less guts in the lower rpm range - now coupled to the gears that the car has you will end up with a more powerful car that cant get going unless you rev the beans out of it.
If you are in CPT, I'll happily take you for a drive in my 411 that has a stock engine that is running close to perfect - just so you can see what it should be like.

I would really advise you do take Tony's one for a drive.
As you mentioned your motor has passed its expiry date, just restoring it will give you much improvement. Comparing and having experience on car that's right like Tony's will give you a target to achieve on yours.
I'm sure your car should achieve 160km/h quite easily if your car is running correctly.

Agree with Tony to REcon the 1700 motor or up grade to 2L Using the 1700 Heads as they are good Castings and no issues with Valve seats comming out
