The 9 slat BeKoWa rack (from 50's split era) I have on goes for a pretty penny on the samba and I have had offers last year of up to $800 before I even restored it...

As already mentioned, the illustrated device is a water-evaporative cooler, known colloquially in some parts of the World, as a swamp cooler, which relies upon the flow of relatively dry air, through a water-soaked wick material, which cools the out-flowing air, owing to the latent heat of vaporisation of water, being extracted from the air. These are discussed periodically, on The Samba forum.
During the 1960s, before the widespread adoption, of vapour-compression-cycle, automotive air-conditioning systems, these swamp coolers were popular in the warmer southern states of the USA. Some classic-car enthusiasts there, still fit them to their cars, but they are only properly effective, when the ambient air is of low relative humidity! In many of the oppressively hot, tropical regions of the World, relative humidities typically reach 90% or possibly more, under which conditions, a swamp cooler would be very ineffective, owing to the minimal water evaporation, which could occur.
Newly manufactured swamp coolers, made from UV-stabilised plastic, are available from a company, in Washington state, USA, but they are extremely expensive, costing upward of US$500, if my memory serves me correctly! There are two variants available, the cheapest of which relies solely on ram-air, arising from the vehicle's forward motion, whilst the more expensive version, has a supplementary 12V electric booster fan, whose flying-lead can be plugged into a cigar-lighter socket.
