You definitely need to port the heads. No question about that.
What carbs are you planning on running and what exhaust?

using stock valve sizes will make driving much easier and friendlier.
36 Dells prob have 30mm venturies. So the 35mm stock valve size will work fine.
But then again, you have a big crank oozing torque, so getting bigger valve should also be a pleasure to drive. Port them properly and you'll be laughing all day long
Getting bigger valves will need much more port work and will possibly weaken the old heads - rather get new heads if you want to get bigger valves.

Looks like the best thing to do is get new heads as most of the 2nd hand heads u get these
days are either cracked or helicoiled
and that just will not do !!
will port the heads myself haven't done beetle heads before and know it is no
joke to get it right as what is the use of balancing a motor cc ing the combustion chambers
all perfectly the same and the ports don't all flow the same thats why some engines work
and some just don't

my opinion anyway
