Seems like this has stumped all of you VW experts.
This item was given to assembly line employees to cover their belt buckles to prevent scratches.
The wide part cover the buckle and the narrow part fold over behind the buckle and slip in a little slot at the bottom to fasten it.
Don't argue with an idiot, people watching may not be able to tell the difference
