You have done it correctly.
All steel wheel manufacturers do it this way, and the wheel will last as long as the car.
Just remember to do the same at the back of the wheel, or the rust will creep up the back.
Powder coating is the only thing that is resistant to stone chips, and if done right, make the wheel the easiest to clean and keep clean.
