What is the procedure and time involved for registring an unregistred car that is not on the system with no papers?

Do a search. This has been covered a few times before

Find someone who does is regularly (classic clubs are a good start) and pay them a bit to sort you out. Otherwise you'll end up driving back and forth a lot.
