looks like an upside down question mark. ?. doesnt hav a function. its for when u dont know what else to do, u use this tool to moor it loose. hense the curve.

Valve adjusting wrench? I've adjusted valves, but never needed that. Now if it was a 10mm I would have said it is for installing deep sumps...

Ron is correct! it is not beetle specific, but rather for Porsche and Mercedes Benz... it is a 1/2 inch drive 17 mm valve adjuster, with the 17mm open on one end and allows a socket wrench or extension to be added on the other....
I dont still know what I can use it for! lol!
