Ok, a little more difficult... (I hope)... it is slightly obscured and a section of the tool!

Could be circlip pliers but then why would it have the part for cutting wires?

I can hardly see the pic.....
Looks to me like a normal set of 30deg angled long nose pliers. Or maybe its a special tool for insert valve collets (long nose pliers?
)

It is a Hazet 'bent nose' or angled nose pliers!
Will attach a pic... check the nice OG box I got with it...
