Levers next to hand brake?

Hi guys,
I recently got a VW 1600s and i'm just wondering what the small levers on either side of the handbarke are?

One of those levers are connected to two cables that run to the heater boxes and open them. If you open it it will direct air to the feet and the windscreen at the front of the car. If you open the other lever it will direct airflow to the back of the car in the footwells away from the front.
If the heaters are not working there can be a number of factors. The pipes directing air from the fanhousing over the exhaust may be missing. Or the cables that connect the heater boxes to the levers are not connected. (If you remove the engine from the car the heater cables must be disconnected. Many times they are not reconnected when the engine is replaced.)
Many times the pipes that direct the air from the heater channels to the windscreen are damaged, so no heated air reaches the wndscreen.
In the 50's models a stale air heater system was used and u have to turn a little knob on the floor to activate the heater.

Is there anybody that can refit or fix the heater system in a beetle? I would really love to have a heater working in time for the colder weather that's yet to come, specially now that I will be using it up here in a cold Gauteng.
What's the parts needed? Mine have been disconnected, but the cables are still hooked up to the flaps.

I was going to say that one is for the Nitros and the other for the turbo boost................ but alas I am too late

I was gonna do the exact same, and also make him belive he had a limited bug with some go faster bits. But didn't get the chance,
