Hi All,
Had a look at the junkmail for beetles, found two possible bargains, followed up on them and found the following...

The year advertised by the owner did not correspond to the Vin # Info from VW,
The owners said that the one has scrap papers, and the other is still registered with current licence.
The Lic. Dept. has the Vin # numbers still registered with out standing Fees of R4750 and R5950 respectively.

The papers are almost always wrong re year model. I rely exclusively on the VIN and published records of VIN/year. It also helps to know what changes were made year by year so you'll be able to tell if the car has had a VIN swap.

My recent experience, which is not necessarily how it's done everywhere in the country, is that, unlike previously when the buyer had to pay outstanding licence fees, back licence is now payable by the seller. You are no longer prohibited from registering the car in a new owner's name until arrear licence fees have been paid. The new system entails the arrears being logged as the responsibility of the seller and they will have to pay it before they can get the licence disc for any other vehicle in their name.

Since this change is apparently not being observed everywhere, first check the requirements with you local regsitering authority.

Yup... In Cape Town the okes are being sent away from the counter if they have unpaid licence fees on their other vehicles. Like the trailer long forgotten under the tree in the back yard, haha!!

It could backfire if you sold a vehicle in good faith and the buyer neglected to put it in his name. You, being a really nice guy, didn't scrap it after one year, or two, and now you are going to sit with it. I still think it's a good thing. The more I think about it, the more I dig it...

I sold a bike about 3 years ago. the new owner didnt' register it in his name and also didn't renew the licence.
When I went to renew my car license I was told that I have outstanding fees on the bike and that I couldn't get my new disc untill the bike fees were paid.
I eventually got hold of the new owner and threttaned to report the bike stolen if they do not pay the outstanding fees and get it on their name - it worked...

Point is. There is a very good reason why you have to fill in the YELLOW "NCO" form to get the car/bike/trailer off your name. This way, if the new owner doesn't pay or get's fined for something, it is not your problem!

Absolutely, and RWC is no excuse either, because you can put the car on your name and pay the licence fees, and you'll get the disk when the car's roadworthy.

I cannot stress how important it is to check, check and check when it comes to licence and registration on a car, both before and after buying it.

I say this simply because I have spent almost R3k in the past couple of weeks to try and sort out a certain aircooled's registration....

Thankfully, I have a contact that know people at the licensing offic. This means everything especially when you have incompetent, moronic, arrogant, kfc-gobbling bunch of f####### pirates sitting behind a counter where they can barely function and help.

I can't say much about my saga on a public forum, but the gist was that the car had outstanding licence fees which meant that I couldn't put the car on my name and it was flagged on the system.....etc etc etc etc

Thankfully, my contact pulled some strings after which I was liable only for the penalty which was around R1000-00, was then totally re-registered and now has a new style GP registration. Car was almost impounded too

Funny part is that the first time I drove the car was to take it to the testing station to police clear the new engine, with no back seats, engine cover and a sticky gearshift....oh and had to take all the backroads to dodge the police....

I got a phone call this afternoon - Aircooled is finally on my name, with a current disc, roadworthy and new barcoded registration papers.

From this point forward, I will only buy cars that have papers that are 100% in order. No papers, no deal, unless it can be registered legally as a built up or similar which is not difficult to do.

Oh and if you buy something that has the much vaunted "deregistration papers/scrapping papers", BEWARE!!! Why was the car deregistered in the first place?? They are making life very difficult to re-register cars that were taken off the road in such a fashion....

Contacts are everything. I paid quite a big sum of cash to sort things out, but I was happy doing so because now everything is 100%.

Got the call today to say my bus is on the system.... 2 years after starting this process.. a long story I will tell sometime. So 1 more clearance, roadworthy then licensing....
