Strange VW motor and rim

A fellow I met the other day showed me this motor he had just acquired.
It seems a very strange variety with those different pulleys and especially that intake manifold. There must have been some different cooling arrangement to accommodate for that. Its oil cooler had also been blocked off.
Does anyone know what this comes from?

He also gave me these items.

Pretty grateful for the Split badge but what is this rim from?
It's marked 4j x 15.

Nice score on the badge
Rim looks like a type 3 or Ghia ?
Perhaps they used that motor to run a pump or other type of machine ?

If my eyes do not deceive me, that would be a aircraft VW motor, the drive is off the front and the oil pump off the crank shaft. (I think)
The carb is horizontal so that it can operate at the different inclinations.
Also does not need a fly wheel, as the prop has plenty mass to smooth out the motor.
Nice find........
