regristation of rebuild?

Hi, I want to buy a beach buggy. It is totally striped for project. Owner don't have papers, but says I can register it as rebuild. What do I need to do, and what do I have to have to do it.

Sounds like a call from commisioner Gordon to get our local Buggy hero to the crime scene..
Shall I switch on the sky-tracker with the bat, sorry I mean the buggy on the lens?
