SOUTH AFRICAN MARQUES CLUBS ASSOCIATION
URGENT NOTIFICATION 27/01/2011


Dear Member Clubs,

This is an urgent notification to all SAMCA affiliated clubs and their members to make a concerted effort to respond to this as soon as possible - the dead line for all information is 15 April 2011 - in order to finalise the information by end April. We are working closely with SAVVA on this one.

The issue is around Left Hand Drive Vehicles, and SAVVA had an emergency meeting on the 19th January to discuss the issues around LHD vehicles and the proposed Periodic Testing. SAVVA representatives were invited to explain in detail as to what and how these issues have come about and a possible way forward in order to make representation to revisit certain aspects of the legislation. As with SAMCA, after reviewing the concerns had been raised by the conveners of the meeting it became apparent that correspondence sent out by SAVVA (and SAMCA) does not always reach the club members and when eventually received or read the problem is escalated to major concerns.

IT WAS NOTED THAT INFORMATION IS NOT BEING DISTRIBUTED EFFECTIVELY BY THE RELEVANT CLUB DELEGATES OR THE PERSON RECEIVING THE INFORMATION IS NOT PASSING THE INFORMATION ON TO MEMBERS.

SAVVA was then given the opportunity to respond to all the issues that concerned the ±50 enthusiasts present and after much debate a proposal was tabled expressing confidence in SAVVA and the achievements so far.

In addition, support for the route that has already been adopted to achieve out comes for the best interest of our members was expressed. Ultimately there were two proposals tabled and SAVVA requested that Theo Stander put these in writing for SAVVA to pursue. Please see proposals in Annexure 1 from the meeting.

Once this information is collected SAVVA and SAMCA will compile a report that will be distributed to all the clubs prior to the
document being tabled to National Department of Transport (NDoT) for a concession to LHD vehicles.

THE LINE OF COMMUNICATION FROM SAMCA TO INDIVIDUAL CLUB MEMBERS IS THROUGH THE CLUB DELEGATE AND THE MEMBERS WHO ATTEND THE SAMCA MEETINGS. THIS IS NOT A ROLE TO BE TAKEN LIGHTLY. YOUR CLUB MEMBERS DEPEND ON THIS INFORMATION TO STAY INFORMED.

Summary of Statii DoT

1 LHD
a. You may own, continue to own, buy or sell any LHD car that is on eNatis before the 30th of June 2004 without restriction.
b. Currently no LHDs can be registered after that date as the date of registration in the day of registration. Manufacturing date is not taken into account – hence the proposal above, to gather sufficient information to approach the relevant authorities.
c. Where a car was manufactured after that date, there will be no lien, and the car may not be registered.
2 Periodic Testing
a. Due to come in shortly
b. It is “accepted” (we are awaiting the confirmation minutes) that all members cars built before 1965 and cars between 1965 and 31 years ago (ie now to 1980) will be tested every 5 years, coinciding with the 5 year change of number plate.
c. All other cars will be tested annually, once they reach 10 years old.
d. This is promulgated and we are awaiting this.
e. Testing will be done according to the date of manufacture if the examiner has these details on record (we asked for detail to add to the Vehicle testers handbook at the last meeting), otherwise to modern spec.
f. Vehicles to be dated officially. SAVVA have agreed to assist with this where clubs do not have an official dating certificate.

3 Number plates Gauteng
a. We are awaiting response on this.
b. Other provinces are waiting to see what Gauteng does.
4 Heritage Cars
a. SAMCA will contribute to this debate together with SAVVA at SAHRA.

ANNEXURE 1

Concerned Collectors Special Meeting
Held at Piston Ring
19 January 2011 @ 19:30



After extensive debate on the issues now facing collectors of SAVVA eligible Left Hand Drive (LHD) vehicles, it
was made quite clear by the collectors present that the initiative surrounding the LHD issues need to remain
with SAVVA and the sub-committee formed to focus on this and that any additional endeavours from
individual members need to be dovetailed with the SAVVA efforts.

Two proposals were made and seconded from the floor with regard to the way forward:
Proposal 1:

SAVVA to again request, via circular, input from all the affiliated clubs any issues or concerns related
to the new and pending legislation (LHDs, periodic testing, idiosyncrasies wrt roadworthies, licensing,
etc)
This will be collated and circulated to all SAVVA clubs for comment.

Proposal 2:

That an information gathering exercise be undertaken by SAVVA in an attempt to establish the extent
of vehicles affected by the LHD legislation, to be completed by end of April 2011.
The following steps were proposed to put the mechanism in place:
i. Establish a webpage, linked to the SAVVA website to gather particulars of vehicles and
owners.
a. Ensure confidentiality
b. No “ghost” entries – Names, IDs, valid e-mail address and contact details required
ii. Communicate availability of webpage to all clubs and request input of data
iii. Request all clubs and members to mobilise non-club members to add their information
iv. SAVVA to initiate an “awareness” campaign to ensure the message is broadcast correctly
and as widely as possible
v. SAVVA to liaise with the individuals (Rodney Norton & Alan Langenstrass) that can make
use of an existing database of contact details, once the technology is in place.
vi. Keep clubs informed as to progress throughout the project.
