Question: What is the significance of the building in this painting, which has a Beetle in the foreground?
Clue: it is in South Africa, and the building was quite controversial in the media in recent times

That is correct
The Reitz Hostel on the campus of the University of the Free State has been a home to thousands of students over the years. This painting is in the office of a doctor in Heidelberg, who was living there while he was studying.
