Busses or buses is a matter of style, both are correct, choose the one you prefer and use it consistently.
It is the bus's wheel. You only use a hanging apostrophe when it is a plural possessive, ie, the buses' wheels.
I knew the busses vs buses one actually, or at least, I knew they consider both correct, I just wondered if someone else knew different. At least we're consistent...
