What year model is the bus? Is it a walk-through model? The drivers seat should slide forward, and if it is the double passenger seat, it should tilt forward towards the dash and clip out ?

On bench seat buses, the driver's seat is removed in the same way; on the passenger seat you need to lift the seat base and then push downwards on the seat back to release it from the clips holding it in place, then the whole seat just lifts out.
