Why are ACVWSA Type 3 projects taking so long?

There are quite a number of ACVWSA members busy with Type 3 projects - as they say: if the shoe fits....

But why does it seem that these projects take like FOREVER to complete? What are you guys actually doing behind those closed garage doors? I think I have finally found out -

My fasty got roadworthy today...
I put the same mag on the same spot, the inspector got really distracted while checking the numbers and car
