Most Golfs have what is called a dual or tripple core radiator as standard There are very few other manufacturers where the radiator as std is a single core most notably Honda. The fact that you have a small dual core radiator means that once air is heated by the first core that heated air travels over a second set of cores and the heated air might just not be able to cool the next set of cores efficiently. If VW thought they could get away with small radiators on golfs they probably would have long time ago.
Hope it works out

I admit, most new golfs have thicker rads, but how much does an OEM unit cost. I'm also referring to older VW's

VW didn't use dual core radiators because of one reason and one reason only.........it's cheaper to produce big single core radiators than making a smaller dual core. Look how much real estate is availible on the front of a mk 1/2 golf compared to a 4th or 5th gen Honda. Plus the front of a Mk1/Mk2 is dead flat.

The front set of cores on the honda radiator is different to the rear set of cores and the fact that the air is not the same temp as when it hit the first bank is worked into the design of the radiator, the increase in heat is minor.

It's all down to ductwork to channel enough cool air into the back.

In the front where the spare wheel goes. I do not have any pictures of the radiator though...
