What is the max revs for a stock type 1?

For long engine life, you would want to cruise at 3500-3900rpm. For short bursts, 4500rpm is OK.
Type 1 engined buses with governors were restricted to 4500rpm.
However, some volks here will say I'm being too conservative.

At that speed it's whining, so it's enough. 
Think how quickly you shift into 4th, and then how far you go on that gear. Quite far indeed.

On a 75 Fleetline bus the geared maximum speed is 105km/h. A 1600 Beetle is probably around 120km/h, but I'm just guessing.
