Hi guys,
Have you seen the latest Joy that the Dept. of Transport wants to inflict on all of us. ???? :shock:

Well let me make your day if you have not heard. :roll:

The new legislation, if passed, will force all vehicles older then 10 years to be roadworthyed every 2 years.

Now would that not be fun.

But the best is still to come............. :cry: :cry:

Should it come to pass, NO car may be parted out when scrapped.

All cars to be crushed, and may not be stripped or sold for parts.

And you thought E-tolling was stupid...........

Was told the same thing by the owner of a test centre last year in June when I did my roadworthy and it was supposed to be implemented this year. He was obviously smiling. That will be the business to go into. The poor gets the short end of the stick again.

I honestly don't have an issue with cars older then 10 years having an MOT style test every two years. As long as it applies to everyone.

As for not parting out scrapped cars?.......I wanna see them enforce that.

Same as with most regulatory changes that they want to implement, it is most probably based on legislation that is in force in a First World country, such as with the firearms debacle, that is based on a Canadian model. Lofty ideals, but impossible and impractical to implement in our case. Only winners here is the lawyers and consultants, us as taxpayers are the biggest losers.

as with most things this government does, its a great idea (mostly) and would work great IN A 1ST WORLD COUNTRY.
its already a matter of roadworthy costing about R500 without the testing guy even seeeing the car. if they cant enforce the current law, they wont be able to enforce the stricter ones

only half the story..... cars over a certain age would be able to be exempted from this. Dont have the detail to hand, but thats what i have heard.

This news has been going around for a few years already. I think the biggest problem is they know they can't enforce it because most of their voters will have their cars crushed. And anyway, they have to start with what they announced first, annual RWC for cars older than 3 years.

The only law that I know that they are actively enforcing is the rebuild/ re-registration of old/ scrapped vehicles. This also affects guys doing buggy's and speedsters building them up themselves.

This is deff going to affect guys who buy cars without papers and want to get them back on the road again.

The big issue why the cops are going after rebuilds is because of people claiming that a car is a rebuild when it's actually either stolen or has had suspect work done to the paperwork.

My buddy is building a 550 spyder and first tried to build his own shortened beetle pan. He was asked to provide the certification of the welder who did the work, as not anyone can do this, the person has to be certified in automotive repair to preform this. Once completed he was told that the car must undergo a complete engineers survey and to provide the engineers report. I know from experience that the engineers report on it's own is a few grand. Once this is done, there is no guarantee that the car will be issued a new chassis number by METRO.

He looked around, bought an old shortened beach buggy for cheap with no engine gearbox or running gear for dirt cheap, but had paperwork that was a year outstanding. He built his 550 shell over on it and he recently had the paperwork changed to reflect the new shell, I think it was from kit car beach buggy, to kit car replica. Can't be 100% on that, but I know he did something. It's registered for about R2500 and that included buying the car.
