Aren't those normally a Knitwear item? So you can get the length and width right, never mind the pouch?

It is small, about 300mm long, by 100mm wide.

deduction tells me that it is probably a cover for a window scraper to get the ice and snow off your windows in the morning.

OR a cover for a little hydraulic jack
