As far as seat belts go, my buggy was built and passed roadworthy without them and still don't have them.
Engine supposed to be covered but mine is completely open except for the wrap around rear bull bar. I was asked many moons ago,by a cop at a traffic light, where my engine cover was. He just ask me to put one on when I got home, which I never did.
No need for mud flaps.
Your roll "BAR" should suffice as mine and all Beamish Buggies are the same as yours.

Buggie rules and regulations
Suzie,
I will show you the inspection check list from my test station tomorrow. My buggie went there yesterday. Sadly she didn?t make it but only small things wrong.
Work through the check list and you should be ok.
1) The roll bar should be anchored to the floor and not only with two 6mm Ubolts to the f/glass We tried to convince him that the r/bar is only there to hold on when you climb in He didn?t buy that--- Must actually hold the car up when on its upside down. (will show tomorrow what I will do)
2)The camber of the rear wheels was to wild?you know that apple in the arse look.?need to move swing arms few splines.
3)Must have working safety belts (old lap type ok) ---Don?t anchor s/belt on roll bar that?s only there for climbing in and out see# 1 above---- will not keep you inside the car when upside down.
3)The anchor bolts for the s/belts should have large washers both sides of the floor pan otherwise it can tear out ?when your upside down?
Im not gonna mention upside down again but apparently it all has to do with being upside down.
4) Engine must have a cage
5)Front wheels must not protrude in front of the body ie when you hit a wall the body must touch it first not the wheels ?on my buggy it whould have been marginal with 15? wheels
6) Gauges /insruments--- whats there must work
7) No holes in seats
Check ?wheel alignment, brakes ,lights, oil leaks etc.
NB 1). They will check the welding of the shortened chassis so clean it and dress it with a grinder if its shit.
NB 2) Only qualified welder allowed to weld on the chassis This is actually in the law book but gets enforced in different ways. Use your welder buddy s namefor all welding ?let him get in the shit?
As I said will show you the check list tomorrow.
Cheers

The seatbelt law became official in '75.
I'm required to have and wear seatbelts in my Fleetline but no the '67 ambulance. Go figure.

Hi Baron
So lap sealbelts is ok.
My rollbar do bolt on to the floor pan
I need to make a cage for the engine
My old floor was the short version, but Iam going to make the f/glass buggy longer to fit a standard beetle pan, will that be a problem with the law?
