Whilst I collect Hazet TROLLEYS as a hobby, I have no need for the round SPARE WHEEL TOOL BOX...
Am going to sell mine; no tools, but half the fun is 'filling' them, again, right?!
Has inside tool sequence label, FOUR tool clips (not 3...), and will measure this evening on whether it is for a 13" rim or a 14" rim...
(that should be easy enough, right?...)
IIRC, it has the ICOMPLETE 'ring' which allows it to fit into the rim, not the COMPLETE ring...
Flocking LOOKS sprayed on, rather than cut-in Velour, or whatever....
A CURSORY search indicates early 1970's, but I could be wrong; IIRC the 4 tool CLIPS mean it is a slightly LATER model?
Pics tomorrow

HAZET VWAC tool box, empty, any interest?
