Engine build up Q's

I've been working at for 2 months now as a waiter, and me and boss are both car fanatics, we talk about cars every day, and since i've told him how easy it is to build up a mild street performance engine he has been wanting a beetle.
He's actually going to sell his Uno Turbo for a Beetle.

I just want to know, if he had to build up a 2.3 engine, t4 or t1.
how much would that cost?
